How is a Lao passport related to a work permit in Thailand?

For Lao migrant workers working in Thailand, a passport is not just a travel document but the basis of all status — the work permit and the right to reside in the Kingdom are tied to a valid passport. If the passport expires first, other matters will be affected in sequence.

Don't wait until the passport is about to expire to start — the waiting period for a new passport plus the queue at the embassy means many cases result in being unable to continue working while waiting, even though they intended to do it correctly.

What must the employer do when an employee changes their passport?

Changing the passport does not end with the migrant worker. Both the employer and the migrant worker have a legal duty to report it.

  • Update information across all systems — the new passport number must match the work permit and the registrar's records. Otherwise, there will be an immediate issue when contacting government agencies next time.
  • The employer has a duty to notify the registrar within 15 days from the date of employment and within 15 days from the date the migrant worker leaves employment (Section 13). Failure to notify carries a fine not exceeding 20,000 baht (Section 103).
  • The migrant worker themselves must also notify the employer's name, workplace, and main type of work within 15 days from the date of starting work, and every time the employer changes (Section 64/2). Failure to notify carries a fine not exceeding 20,000 baht (Section 119/1).
  • Don't forget the 90-day report — this is separate from the work permit and is counted from the last date of entry into the country.
