The Cabinet resolution of July 14, 2026, covers migrant workers of Lao, Myanmar, and Vietnamese nationalities who were granted work permits until December 11, 2026, under the Cabinet resolution of November 11, 2025, divided into 2 groups.
Group 1 — Complete documents, visa endorsed
Have both work permit and visa endorsement valid until December 11, 2026. The most direct path: submit work permit renewal, then proceed with visa endorsement for the new round.
Group 2 — Travel documents incomplete
Granted work permit until December 11, 2026, but failed to obtain a passport by July 31, 2026, or visa endorsed but passport expires before December 11, 2026. This group must complete their travel documents before proceeding with renewal, which takes several times longer than the first group. Where do Cambodian migrant workers stand in this round?
The Cabinet resolution of 2026 for work permit renewal specifies only Lao, Myanmar, and Vietnamese nationalities and does not cover Cambodian nationality.
For Cambodian migrant workers in the relaxed group under the Cabinet resolution of September 24, 2024, who were permitted to work until March 31, 2026, their renewal has been postponed according to the Cabinet resolution of December 2, 2025, due to the Thailand-Cambodia border situation. As of August 2026, no new Cabinet resolution has been found to extend the permits for this group. Employers with Cambodian national workers should check individual status with the provincial employment office in their area or hotline 1694 before taking any action.
As for the group that has already renewed their work permits, they are a different group, and the Department of Employment reports that they can stay and work until February 13, 2027. However, the expiration date appearing on each worker's work permit should be checked individually.
Common problems employers face in this round

- "Expires Dec 11, 2026, then it's over, must send back" — The most costly misunderstanding. The right to renew already exists; you just need to submit on time.
- "Wait for the announcement before doing anything" — The resolution was issued on July 14, 2026. Ministry announcements provide procedural details, not an indication of whether renewal is possible or not. Waiting only wastes your own time.
- Only checking the work permit, forgetting to open the passport — Most cases that stumble are due to the passport expiring first, not the work permit.
- Incomplete health check/social security and left pending — In the November 11, 2025, resolution round, 354,255 people were left pending because they did not submit health documents, leading to the March 10, 2026, resolution to extend the deadline. Do not let this happen again.

Renewal Process: What to do
- Categorize individual workers — Check the work permit, passport or travel document, and visa endorsement to determine if they belong to Group 1 or Group 2.
- Clear travel documents (For Group 2 only) — Obtain or renew passport/travel document first.
- Health check — Must pass the specified health check.
- Social security registration — or obtain health insurance if the worker is not in the social security system.
- Submit work permit renewal application — Via electronic system or at locations designated by the Department of Employment. Can be submitted by the migrant worker themselves, the employer, or an authorized company bringing migrant workers to work in the country.
- Pay fees of 1,000 Baht — Application fee 100 Baht and work permit fee 900 Baht.
- Proceed with visa endorsement — within the period until June 30, 2027.
The above steps and deadlines are in accordance with the Cabinet resolution. - Copy of shareholder list, in case of a legal entity.
- Map of establishment location and photos of the establishment.
- Other business-related documents, such as business license, if any.
- Power of attorney, in case a company bringing migrant workers to work in the country acts on behalf of the employer.

- Passport or travel document (e.g., CI) that is still valid.
- Current work permit book or card.
- 3 frontal photos, 1.5 inches, no hat, no glasses, taken no more than 6 months ago.
- Medical certificate from health check.
- Proof of social security registration or health insurance policy.

This renewal round divides work into 2 types based on the actual type of work the worker performs, which is already specified in their work permit, not a package that can be chosen at will. Employers must know which type their case falls under, as employer documents and common sticking points differ.

Regarding VISA and Visa Endorsement
It must be clearly distinguished that a work permit and the right to stay in the Kingdom (visa endorsement) are separate documents, handled by different agencies, and involve different procedures. Work permit renewal is handled by the Department of Employment, while visa endorsement is handled by Immigration. Renewing only one and thinking it's complete is a misunderstanding that can lead to workers unknowingly overstaying.
In this round, the resolution stipulates that those who have submitted a renewal application can remain in the Kingdom until June 30, 2027, to complete visa endorsement, and once endorsed, will be permitted to stay until December 11, 2027. This means there is over half a year of breathing room after submission for the VISA process, but the first hurdle, submitting by December 11, 2026, must be cleared first.

1. Government Fees
For this renewal cycle, it is 1,000 Baht per person, consisting of a 100 Baht application fee and a 900 Baht work permit fee, as stipulated in the Cabinet Resolution of July 14, 2569.
2. Case-Specific Expenses
Such as health check-up fees, health insurance fees (for those not covered by the social security system), travel document preparation or renewal fees, and personal history registration fees. Frequently Asked Questions
Is December 11, 2569, the expiration date or the last day for submission?
It is the last day for submitting the renewal application, according to the Cabinet Resolution of July 14, 2569, which grants an extension for this group of Lao, Myanmar, and Vietnamese migrant workers to stay and work until December 11, 2570, provided that the application is submitted by December 11, 2569. The date on the original work permit is still December 11, 2569, which leads many to mistakenly believe it's the final expiration.
What happens if the application is not submitted by December 11, 2569?
The Cabinet Resolution itself does not specifically state the consequences or penalties for non-submission. What can be confirmed is that the extension until December 11, 2570, is tied to the condition of submitting by December 11, 2569. Therefore, it is not advisable to risk missing the deadline. If a case has already missed it, inquiries should be made with the provincial Department of Employment office on a case-by-case basis.
Can I submit it myself? Do I need to use an import company?
The migrant worker themselves, the employer themselves, or a company authorized to bring migrant workers to work in the country can submit the application. Submission can be done via electronic system or at locations designated by the Department of Employment. The law does not mandate using a representative. Employers with few employees and time to handle the process themselves can do it.
If an employee's passport has expired, can their work permit still be renewed?
The Cabinet Resolution of July 14, 2569, covers groups whose visas were stamped but whose passports expired before December 11, 2569, and groups who could not obtain passports by July 31, 2569. However, in practice, travel documents must be cleared first before the renewal process can proceed, which takes a long time. Therefore, this group should always be started with first. After this renewal, can the employer be changed immediately?
The Cabinet Resolution granting this group an extension does not specifically address changing employers. Therefore, changing employers must be done according to the Department of Employment's criteria. Inquiries should be made with the provincial Department of Employment office on a case-by-case basis. Can the employee continue working while the renewal process is underway?
What the resolution clearly states is that those who have submitted a renewal application can stay in the Kingdom until June 30, 2570, to undergo visa stamping. Once the visa is stamped, they will be permitted to stay until December 11, 2570. Details of the practical procedures will be in accordance with announcements from the Ministry of Interior and the Ministry of Labor to be published in the Royal Gazette. Therefore, it is advisable to reconfirm with the provincial Department of Employment office before submitting the application.
What additional legal duties does an employer have?
Most importantly, it is the duty to notify the registrar within 15 days from the date of employment, according to Section 13 of the Royal Ordinance on the Management of Migrant Worker Employment. When an employee leaves work, notification must also be made within 15 days from the date of leaving, stating the reason for leaving. Failure to notify carries a fine not exceeding 20,000 Baht, according to Section 103. The employee themselves has a duty to notify the registrar of the employer's name, workplace, and main job description within 15 days from the date of commencing work, according to Section 64/2, also carrying a fine not exceeding 20,000 Baht. These are separate duties; fulfilling only one side is insufficient.
If the employee is a domestic worker, hired by an individual, can this service be used?
Yes, this falls under "domestic work," which is separate from general labor. Employer documents for individuals include ID card, house registration, and a map of the residence. What needs to be checked first is that the job type specified in the employee's original work permit matches the actual work performed.
If I have dozens of employees, where should I start?
Start by extracting the names of all employees whose work permits expire on December 11, 2569. Then, separate them into two groups: those with complete travel documents and those with incomplete travel documents. The group with incomplete documents must be started immediately as it takes the longest.
